I suspect the reason Jeff Nelson was signed to a minor league deal was because they’d have to add him to the roster if they signed him to a major league deal.
They do this a lot in football. After being released by the Cards, Emmitt Smith signed a one-day contract with Dallas, so he could retire a Cowboy.
